Hi Eric. Is the site remote or would you have access? 
If remote, I'd recommend Kantronics KPC-3 hardware
TNC's with K-Net and DB-25 RS-232 ports where the
TNC's for each port can be daisy chained. The 
hardware TNC's can be accessed remotely over RF for
any changes. K-NET works well as a NetROM compatible.

If you have access, I'd probably recommend a Raspberry
Pi with BPQ and a hardware KISS TNC such as NinoTNC's or
KPC-3's. For soundmodems, I'd recommend UZ7HO, only
because I had problems with Direwolf and it left a bad
experience for me. But, that was years ago and Direwolf
may be an OK solution now.
