From what I've seen in my own limited use (periodically checking with CMS servers if I have any Winlink [not packet] messages) the underlying WINOR protocol is very effective.  

From OK on very little power I can reliably hit the 40m node in St. Louis.

Whereas it's pretty tough sledding for me to do HF packet with my  FT817.

Give it a shot.  You can even run "simplex" (aka P2P ... peer 2 peer ) between 2 stations without an intermediary node if you'd like to try RMS Express easily.
