The use of RMS Express/Winlink would be an obvious tie-in that would allow your local BPQ32 system to be part of a "bigger" network.  RMS Express  is a demonstrated system, so that would help to sell it to your local emergency management group as a proven technology, not a trial balloon.

Obviously communications through packet are more secure from monitoring from the general public than "in the open" FM communications, whether they be public safety or amateur radio based.  That is a big selling point in the world of liability that can arise from those communications (HIPAA and other government regulations).

Just FYI, with the recent addition of the KISS ports to FLDIGI makes it a good "add on" as a radio modem with packages such as BPQ32.  Not discouraging the continued use of packet radio, just pointing out that it is not just one or the other.

Looking for input as to the uses of packet radio
with local EMA op's.....I have been building
a old system here in PA now for better locations for
nodes I  have to look at local goverment sites
So I have show a reason for the packet system
I know it can run along with other support system..
I know they are looking at the fldigi but I still
think packet can be a tool along side of that.....
