Hi,
Expect it is to do with the Official Licence Amateur Radio (AR)
Regulations. Importing messages Bulletins and Personal Mail,
Sending AR messages over Radio and or digipeating (Relaying)
to other AR Radio(Wireless) Systems.
That requires further licence additions to be applied for
sending or relaying (deemed 3rd party) data/Messages over any of the
Amateur Frequencies. Which is NOT covered in the Standard Amateur
Radio Licence(AR) or Full(Advance) AR Licence.
Of course sending Internet Public Emails To or From an AR Wireless
system is not authorised either over AR Wireless/Radio systems.

Excuse all those that do not have room, or space to erect aerials.
Just want to make Great Friends over the amprnet and learn about
linux and networking (NetRom,TCPIP), as I have done since the late
1980's early 1990's.
I have no issue with that and have encouraged many a newcomer to
the 'amprnet'.
