No, it is not a law in any country, but it is a long-held agreement on the best
way to distribute non-personal bulletins in an area flooding scenario. This has
been part of the amateur packet radio world since the earliest days of using a
bbs.
I am in the IT part of the US Postal Service. My employer has set up a system
with other worldwide members of postal services in implementing postal codes,
or known as Zip Codes in this country since the early 1960s. This facilitates
an easy way to route physical mail from one location to another. Take your
example of sending a bulletin meant for the USA and having your son in the UK
read it. How would you do it with a physical copy of your local newspaper? You
would forward it to him _inside_ an envelope and send it off to him overseas.
Take the same procedure and _forward_ the bulletin as a personal message to
your son's packet address on the UK bbs. Easy, peasy!
