I would suggest that bulletins addressed to @USA being seen outside of the USA 
is less of an issue than is a response to check in to some net being sent to 
@USA rather than to the BBS of the designated Net Control Station.  I see it 
more of a problem that a check in to a net is flooded to all of the USA instead
of directed the NCS.


i.e.  
If N5MDT was the net control station then the proper addressing could be
a personal message to m5mdt@n5mdt.tx.usa.noam with a proper subject.

If any user of the N5MDT BBS could be NCS, or those users were sharing the duties
of NCS then the check in could be addressed as a bull to somenet@n5mdt.tx.usa.noam
This makes it a directed bull to the NCS rather than a flood bull to all of the USA.



But, addressing is still a personal preference and there is no right or wrong
way in this respect, just common sense about getting the message to the right
destination (that being those that want to see the message.)
