Please note that bull area of @EURO was never used!
European packet ops always used/use @EU area code to send continent-wide bbs bulls.
Like all@eu, sysop@eu, packet@eu and etc.

As for PROP@ARL etc - there was no problems for decades to share that area same as WW - just include ARL and ARRL
to "AT" field of any bbs-parnter that wants to get this bulls.
Same for xxxxx@AMSAT - just add 'amsat' to "AT" field.
There are no any reason to change original destinantion of that bulls to USA/WW or something else!
Please keep that special bulls areas as in original, i.e. @AMSAT, @ARL etc.
