Looking at the FT-991A Cat Operation Manual
the parameters.
The data Look the same format as in the
Kenwood's TS-480SAT PC Control Commands manual.
When comparing both manuals and control fields
I have only use Kenwood TS-480Sats for remote control.

Going back to 'Basics'
Can you drive the ft991 entering the commands manually
as a test using
Alpha4
or
NCWINPTC
communication programes
and get remote command response via the controller and radio
