May be there is not defined FWD frequency.
 "World-wide"  HF packet is complex task, much depending
on station antennas and propagation.

Usually 20m meter band used for HF packet FWD for one propagation skip
links, where most stable signal and time of propagation is possible.
For example 1500 to 2500km distances, then other stations (if any)
may forward messages to other area, behind this skip.

There is bit more DX potential for PACTOR2-3 modes, but still very depending 
on station's
antennas and propagation.(solar activity). Stations with wire HF-antennas 
still have low
potential to make possible regular "world-wide" communication.

So, my guess, if you like to start HF packet, just check for packet sounds 
on HF receiver,
who other is active in range to 2000km from you, if you want to look for 20m 
band.
(14090 to 14110 kHz)

Also you can look for NET105 - it is users HF packet network, mostly active 
in US,
but DX'es is welcome, look at 14105 LSB with 1600/1800Hz modem (KAM) tones.

If nobody active on 20m in one skip from you, at least you can join on 30m 
band
international HF APRS network on 10,147.6 MHz USB,
there is someone always active from VK/ZL or even EU.
