Dear All,

I had discovered a website in Germany that reproduces all packet bulletins

for anyone to read on the internet (db0anf).

However, when I send a bulletin it's intended only for licensed amateurs to
read. - Note that SWLs can't reliably access messages.

In fact, I believe the UK licence only allows us to transmit messages to other
amateurs who hold a valid licence.

Note also that people generally own copyright on material they write and have
rights on the distribution. I added the copyright notice to this message even
though copyright is retained without the need for such a notice :-)

Hence, I believe that the db0anf website is breaking several laws.

For example, if I send an amateur radio bulletin to "@GBR", it is clearly meant
to be restricted in distribution to an audience of GB amateurs, but this
website allows access for anyone without any of the specified restrictions,
regardless of their location or whether they hold an amateur radio licence.

This is why I have generally stopped sending packet bulletins.

I believe that I'm not the only one who does not want their amateur radio
activity re-broadcast wholesale on the internet, hence this website is
actually causing reduced amateur radio usage.

I would not be quite so concerned if the website only showed the subject
headings, and did not show the message content. This might even generate more
interest in the packet network; if an amateur wanted to read the messages
they would have an incentive to use the network. Also, a non-amateur would
have a reason to get a licence if they wanted to access the messages.

Can't we have another category "@WWW" for anyone who actually wanted to send
their message to the internet?

Am I right? What do you think? - Please respond, bulletin or personal welcome.
