In my small system I have 4 neighbours and 26 nodes in my node broadcast.
Of the 26, one node group is not reachable despite having the same default
quality as other nodes at the same neighbour.
It is reachable by connecting from my node via my neighbour to another node
and then connecting to the " un-reachable " node.
This is not a problem as this node connection is not necessary.
My node receives node broadcasts of 100's of nodes.
By choosing default values carefully the number of re-broadcasted nodes
can be greatly reduced along with the number of unreachable routes.

Regards,
Ian..
