Hi!

I think you are looking for a terminal client for Android. I've never 
seen any piece of software of this for Android.

The only way that i can use packet on Android was modifying my old TNC, 
an AEA PK-88 to TTL levels, and adding a HC-05 bluetooth module to 
connect directly via BT to my cell phone or Android tablet.
With a serial BT console, connect to the TNC and use the internal 
commands to make packet radio.
With KISS TNC's it's not able to do it. You can find the mo in mods.dk, a 
tutorial how i did the modifications. It's possible to do that in MFJ's 
modems too. Any TNC that can handle TTL levels, are possible.

To use in non-TTL modems, i think it's possible, but using a TTL to RS232 
adapter (with a MAX2323), but i don't try that yet.

I'm using a "TNCDuino BT" right now. It's a KISS TNC using an Arduino Nan
o board, with a HC-06 bluetooth module. And with the same schematic, i 
have an APRS digipeater working in my house (LU7HQW-4), with excelent 
stability and very low cost and power consumption.

If at any moment you find a packet terminal client for Android, please 
let me know, because is the last app that i need to operate in digital 
modes from my cell phone.
