Other modes station just share data modes band's segment...
RTTY can came on weekends, where some rtty contest is go,
or can busy rare RTTY DX pile-up. 

Its hard to find better QRG,
7046.4/7048.4 - often crowded by new "zombie" qso-mode FT-4,
7049.9 and up - most time busy by Russian speaking SSB stations
who thinks "has more exclusive" access than digital and
its hard to tell them to make QSY, hi.

7040-7043kHz usually busy by RTTY and PSK-31 modes.

So 7044kHz USB dial is one of free gaps that we parked for Pactor.
And HF packet too at 2200Hz audio tone.

BTW you can do very easy HF packet with software TNC by our
good friend, look: http://uz7.ho.ua/packetradio.htm



Still not hear your BBS on 20m band (14108.9 and F3KT qrg),
maybe band not opens for short skip (~1100km).
