Hi all

Few weeks ago I reported a bug on the github repo about a problem which I managed
to trace to the DCD of direwolf failing to work when FX25 was enabled. A peer of
mine on HF had been using direwolf with FX25 enabled and it kept producing ridiculous
amounts of retries and rejects. I set up a test system here and eventually got
down to the meat of the issue that was- the FX25 Reed-Solomon header and tail 
were not incorporated into the DCD carrier detect/signal detect, so it would
key over an incoming transmission if it was more than 1 frame.

This elusive bug has now been squished by the developer WB2OSZ John, with the
latest commit to the git repo having a completely new DCD routine.

If you're running packet on HF (or anywhere) with direwolf and FX25, please
upgrade immediately. It defaults to always on for receive so even if you're 
not using it, older versions of direwolf 1.6 (which introduced FX25 support)
it may still cause issues for you and others.

I couldn't be happier with the new build, its working great and the peer who
was experiencing the most problems is now able to keep connections until 
completion.
