Well for grins I upgraded to win 10 pro? 10.0.18362, and upgraded to
java jre1.8.0_231 64 bit? previously it was 32 bit

No change, taking a large wav that should get about 100 frames I still
get zero with all 3 decoders and trying many different settings.

Scratching my head...

OK, found a problem.
The output of a 9700 is not a true IQ signal, but you get two "humps" on
foxtelem a left and right "hump".
if you are decoding from the "left" side you get zero decodes, decode
from the "right" side and it decodes from a wav.

Now I need a sat with a live signal.

Kevin,

My shack computer runs WIN7 64 bit sp1.  I installed a fresh copy of 1.08p
on my WIN10 64 bit computer, version 1903 build 18362.356.  I made no
changed to the FoxTelem defaults except to put in my callsign and other
information to keep it happy.

First I ran the file through Raised Cosine using the defaults.  25 frames. 
I deleted the log files, switched to Windows Sinc using my standard 1440
length.  25 frames.

No idea what I might be doing different.  Usually I am the one who has the
odd problem.

 ? Just had 95, 91 and 92? go by and all 3 decoded and all 3 decoders
also worked although windowed sinc seems to be the best.
Whats interesting is 1.07Y will decode if you are on the left side or
the right side of the image but 1.08 only works if you are on the
"right" side,
I will leave that up to Chris to explain why that is.
 ? I can go in and tweak the frequency settings to make foxtelem always
look on the right side.

You may want to update the Windows 10 to the last update.  His is a list of
the
updates so far ... you could be 4 updates behind.

I love the idea, Cathryn, but it needs to have some mechanism to prevent
someone(s) from continually uploading an image or images, filling the
queue.  History with the ISS and unattended stations beaconing
incessantly for apparently vanity purposes to show up on the "Stations
Heard" site suggests that this Commons resource could be tragically made
inaccessible to most.  Also need to have some way to securely link an
image to a call sign, so that inappropriate content can't be uploaded
anonymously.

But, with those measures in place, I think it would be a great way to
bring in the larger community, and see what's going on in Ham Radio
around the world.  Basically, it's a regular store-and-forward BBS
system with a dedicated message type (image), and an on-going download
similar to the ISS Slow Scan TV events.  I can imagine someone lashing
up an SDR receiver and an electronic "picture frame" to display a
rotating image from space.

This may be going way too far for a hobby. What's next, fingerprint or
biometric data before I'm allowed to turn on my HF rig and transmit a
picture across the world via SSTV?
