What I've done for decades is place all the natural files in /etc/ax25
and symlink /etc/ax25 -> /usr/local/etc/ax25 this way here anything installed
via repositories OR source will be all together.
For fbb, the config files go in /etc/ax25/fbb with a symlink of
/etc/ax25/fbb/fbb.conf -> /etc/ax25

I have refreshened some of the G0GLS and other systems for LinFBB which you
may find on my ftp server. m_filter, f_filter and protus c_filter are all
available. I hexed protus to replace some of the spanish wording to english
since there's no source available for it. I also converted the install files
to english and created installers for both protus, m_filter and c_filter.
