Linux will generally generate a by-id link to the USB devices. I reference
those paths in my direwolf configs and that's been working well for me, even
when the USB devices are disconnected and re-connected.
For example, looking at my direwolf Pi, I have these devices in the /dev/serial/by-id/ 
directory.

# ls -l /dev/serial/by-id/

The top two devices are my FT-991A, and the bottom on is an old RigBlaster hooked up to my VHF rig.
