The ACMA continues to be working hard at getting a streamlined
transition to Class Licencing come Feburary 2024. This includes a
comprehensive and volunteer supported exam service using existing
approved AMC assessors.
Last week the ACMA emailed registered assessors announcing that on
Friday, 15 December 2023 they will be holding an online information
session for current AMC assessors. Following the positive feedback
from ACMAs previous sessions, ACMA have decided to run the session
between 12:00pm 1:00pm AEDT. This time is lunchtime for many and
will better accommodate the time difference with all the VK6 assessors
in Western Australia.
If you are an AMC assessor and didnt receive the email, please
contact ACMA to confirm you are on the AMC list.
The session will provide another overview of the next key steps in
transitioning to become an ACMA Accredited Assessor. Also provided
will be an opportunity to ask questions about the accreditation
process. An AMC representative will be in attendance to provide an
overview of cut-off timeframes for AMC examinations.
The ACMA information session will be held on Microsoft Teams and there
are options to either join through videoconferencing or telephone
dial-in.
For those assessors unable to attend the session, ACMA will send an
email afterwards with an overview of the key points discussed and a
copy of the PowerPoint slides from the session.
Prior to the session, ACMA will send details of the next steps in the
accreditation process and transition to the ACMA via email. Following
these instructions carefully will ensure a smooth and timely
transition to the ACMA.
The ACMA will commence delivering qualification services itself from
February 2024, at the same time the class licence for amateur radio
commences. As you may have seen in their most recent ACMA update to
amateur radio subscribers, ACMA are still on track to provide an
update in mid-December on the exact date in February that these
changes will take place. If youre not already subscribed to the

The ACMA will accept new applications for accreditation as a General
Accredited Assessor or Specialist Accredited Assessor with the ACMA
from the date the class licence commences. Requirements to become an
accredited assessor will be detailed in the Radiocommunications
Accreditation (Amateur Radio Examinations) Rules 2023 and Assessor
Guidelines, which we anticipate will be released mid this month.
Information on exactly how to apply will be provided in February 2024.
If you have previously been a WIA Assessor and wish to renew your
Amateur Radio Assessing, i would encourage you to consider to apply to
ACMA come February 2024 and become an ACMA accredited assessor.
The WIA along with its committees and working groups continue to
support ACMA though out the transition to class licencing and
establishing the new Amateur radio exam service.
Chris Dimitrijevic VK3FY and myself, both being WIA board members are
also accredited AMC assessors and will be transitioning to the ACMA
assessor program as we continue to support growing Amateur Radio in
Australia.

Automatic Dependent SurveillanceBroadcast
Hi, Im Richard VK2SKY, Publicity Officer for the Manly-Warringah
Radio Society in Sydney.
Recently, our radio club was approached by a Danish company that
provides ADS-B services to industry.

Many of you will be familiar with ADS-B, from aviation web sites like
Flight Radar 24, ADSB Exchange, etc.
Rather than display aircraft locations (already well done by others)
this particular company is using ADS-B data to improve flight planning
and safety, weather forecasting, and statistical analysis; the
collected data can even be used to reduce CO2 emissions from aviation.
The company is looking to improve its coverage in Australia,
independently of other data providers. They asked our club if we were
interested in hosting one of their ADS-B receivers and feeding the
flight data to their servers in Denmark.
We said yes.
During our discussions with the company's Head of Technical Support,
he mentioned that they are interested in engaging with other Amateur
Radio clubs in Australia. I thought Id pass on this information to
other technically-minded clubs, who might be interested in having an
ADS-B receiving system at their clubhouses. Anywhere, in any state,
though they are particularly interested in locations near airports.
The company supplies all the equipment, of course, and your club would
need to have a reliable internet connection to pass on the received
flight data.

World radio conference update
The ITU World Radiocommunication Conference 2023 continues.
After numerous meetings, the 23cm topic has made progress at the
sub-working group level, and the outcome is expected to progress
up the WRC committee structure for adoption.
Meanwhile, attention is also being paid to a wide variety of other
current and future agenda proposals where amateur frequency
allocations are in scope, from HF and VHF upwards into the microwave
bands.
During the ITU World Radiocommunication Conference 2023 taking place
in Dubai until next Friday, December 15, members of the Emirates
Amateur Radio Society are QRV with special call sign A 60 WRC.
Individual operators may append a serial number from /0 to /20 to this
special call sign (A60WRC) during the event. QSL A60WRC via EA7FTR and
all others via operators' instructions.
REGION ONE
Investigations carried out by Ofcoms spectrum experts in the UK have
helped to secure the conviction of a man who was deliberately causing
harmful interference to amateur radio users in and around Hull.
Ofcom had received complaints from radio amateurs in the area, who
told of being subjected to deliberate interference of their
transmissions, as well as receiving abusive messages. The culprit had
been using radio bands illegally to do this, as he didnt have a
licence to transmit.
Ofcom were required to intervene in this case because the illegal
activity was significant and targeted, and it was suspected that the
culprit was somebody who had previously been convicted of similar
activity.
The investigation involved using automatic monitoring equipment as
well as Ofcom engineers working on the ground, monitoring live
transmissions. This provided a picture of the impact of the illegal
transmissions on the local radio community. All of this work took
place in close collaboration with local police.
The address of the suspect was confirmed which enabled execution
of a search warrant at the address. Radio equipment was seized that
had been used to receive and transmit on the frequencies that were
targeted with the harmful interference.
The case went to court, where earlier this month the defendant was
found guilty of unlicensed use of radio equipment, illegal possession
of radio apparatus, and causing deliberate interference to wireless
telegraphy all of which are offences under the Wireless Telegraphy
Act.
In a later sentencing hearing, he was sentenced to 26 weeks
imprisonment,
Engineers Ireland Guest Lecture by IRTS President Enda Broderick
EI2II.
The Electronic and Computing division of Engineers Ireland was
delighted to welcome IRTS President and engineer Enda Broderick EI2II
who delivered a lecture titled "From Signals to Solutions: Amateur
Radio's impact on the Future of Engineering & Science, Technology
Engineering, Art, and Maths (referred to as STEAM)".
Enda explored how the modern version of amateur radio can impact the
interest of future generations to look at engineering differently.
The hobby has all the elements associated with STEAM and can be used
to develop a creative and fun environment to develop within.
SARL and AMSAT SA join forces at Science Forum South Africa
Under the banner Science in Amateur Radio, the SARL focused on the
Radio frequency Monitoring system and the Next Generation beacon for
tropospheric research while AMSAT SA showcased AfriCUBE, a one-unit
CubeSat.
Over 2 500 delegates participated in sessions about the future of
society, innovation shaping the industry of tomorrow, and STI enabling
inclusive and sustainable development, among other themes.
The scope of Amateur Radio is often misunderstood, and Science Forum
South Africa offered a unique opportunity to focus on the science
aspect of Amateur Radio and bring it to the attention of science
institutions and various structures in Government and civil society.

ARRL RF Safety Committee Develops New Guidelines to Communicate
RF Safety.
Radio amateurs now have a new tool from ARRL to help answer questions
about their stations.
The ARRL RF Safety Committee, with their international counterparts at
the Radio Society of Great Britain, the Irish Radio Transmitters
Society and the Swedish Society of Radio Amateurs, has developed a new
set of guidelines to help amateurs interact with and talk to their
neighbours about RF exposure.
Chairman of the ARRL RF Safety Committee Greg Lapin, N9GL, said the
new informational PDF found on the ARRL RF Exposure page, Helping
Amateurs Interact with Neighbours Asking About Radio Transmissions
was developed after a year of discussions about RF safety.
In New York, a raging fire swept through the last remaining laboratory
of Nikola Tesla, where a massive redevelopment began three years ago
to create a science centre and a hub of amateur radio activity and
education. Marc Alessi, the non-profit centres executive director,
said at a press conference that authorities have ruled out arson and
are still investigating the cause.
The historically significant laboratory building itself, set on a
15-acre site on Long Island, sustained damages of at least $3-million
US dollars from the fire. A worldwide fundraising effort on indiegogo
has begun for the lab, which the Serbian-born scientist used in the
early 1900s. This fundraising is separate from the already $20-million
raised for the renovation - an effort that is still $6-million short
of its goal.
Amateur radio club N2TSC, housed in the visitors centre is a different
building from the devastated lab.. Plans continue to go forward for
the sites overall redevelopment as an educational and community
resource but it is not clear how far back the original opening date of
late 2025 will be delayed.

HAMS HELP TRACK DOWN LIFESAVING MEDICINE FOR ILL CHILD IN INDIA
Hams in India raced the clock to help locate and deliver medicine in
short supply to a critically ill little girl.
The medicine was in her doctor's hands within 48 hours of being found.
The girl's parents had been told by doctors at Dhaka Medical College
and Hospital that they were in short supply of the anti-viral drug
that was successfully treating their daughter and that no stock of the
drug could be found elsewhere in the country at present. The girl's
father told The Times of India that he promptly launched a search by
contacting Rahat Khan, S21DI, an amateur radio operator in Bangladesh.
Rahat put out a call to his network of ham contacts in neighbouring
countries, all to no avail. In India, hams in the West Bengal Radio
Club found an alternative of the brand in the state of Kerala but it
was not clear whether the girl would respond to that drug.
The necessary brand was at last located in New Delhi by one of the
newest members of the club, Naendraath Jana, a student in the Indian
Academy of Communication and Disaster Management.
According to the club's secretary, the hams then tracked down someone
ate New Delhi airport who was preparing to return home to Bangladesh -
and who agreed to transport the medicine.

be phased out over the next 12 months or so.

In the World of DX, fans of the world's longest-running science
fiction TV show "Doctor Who" will be listening for special callsigns
starting with GB WHO through GB 9 WHO until the 20th of December.
The cult series marked its 60th anniversary on the 23rd of November.
The show's original 694 episodes ran steadily until 1989 but it was
revived - much to fans' delight - in 2005.

This contest is to encourage Amateur Radio promotional Activity
around the world and is designed to encourage friendly participation
and help improve the operating skills of participants.
It is held on the Australia Day Public Holiday, 26th of January.
Amateurs here in in VK will endeavour to contact other amateurs
around the world. Some VK operators will be using the AX prefix to
celebrate Australia day, as its wanted by many amateurs.
Scoring is distance based and calculated using 4-character grid
squares.

NEW ZEALANDS Jock White Memorial Field Day WILL BE 24/25 Feb 2024.
The rules have been tweaked slightly and are now up on the nzart
website.
Overseas contacts now score the same points as ZL contacts.
The definition of acceptable overseas contacts has changed to
"Oceania" as defined by the DXCC list.
These changes have been made to better align the rules with the
contest objective, simplify scoring and to use a defined geographical
boundary.

The Trans-Tasman contest, always held on the 3rd weekend in July,
aims to encourage Low Band activity between VK and ZL
Only contest bands 160 80 and 40M are allowed with SSB, CW and
Digital (i.e. RTTY OR PSK)
This contest is another official WIA Contest and will count towards
the Peter Brown Contest Champion Awards.

AUGUST 17 - 18 2024
Remembrance Day Contest.
This contest commemorates the Australian Amateurs who died during
World War II and is designed to encourage friendly participation and
help improve the operating skills of participants.
It is held on the weekend closest to the 15th August, the date on
which hostilities ceased in the southwest Pacific area.
A perpetual trophy is awarded annually to the Australian state or
territory with the best performance. The name of the winning State
or Territory is inscribed on the trophy, and that State or Territory
then holds the trophy for 12 months. The winning State or Territory
is also given a certificate, as are leading entrants.
Amateurs will endeavour to contact amateurs in VK call areas,
ZL and P29 on all bands except WARC bands. Modes allowed are PHONE,
CW and RTTY as per the era remembered
Again the 2024 contest is 17th & 18th August.

Summits on the Air is offering a 10-meter Challenge in 2024.
The challenge will run from 0000 UTC on January 1, 2024, to 2359 UTC
on December 31, 2024.
SOTA held a 12-meter Challenge in 2013, and since then, more than 90
associations have been added to the SOTA program, including many in
South America, the Caribbean, and Asia. There is excellent potential
for DX SOTA activity, and activators are encouraged to consider 28 MHz
for their summit operations in 2024.
Scoring will be done automatically by the database software.
Activations and chases should be entered as normal.
The software will note 10-meter QSOs and score them according to the
rules. Usual SOTA rules will apply. Multi-band activations can also be
entered as normal, and all results will be updated.
Qualifying 10-meter QSOs will be scored separately from other SOTA
activity.
There will be a special 10-meter Challenge results page, and
electronic certificates will be issued for all participants with
their name, call sign, association, and score. For more information,

An innovative experiment flying aboard NASAs Psyche mission just
hit its first major milestone by successfully carrying out the most
distant demonstration of laser communications.
The tech demo could one day help NASA missions probe deeper into
space and uncover more discoveries about the origin of the universe.
The experiment beamed a laser encoded with data from far beyond the
moon for the first time. The test data was sent from nearly
16 million kilometres away and reached the Hale Telescope at the
California Institute of Technologys Palomar Observatory in Pasadena,
California.

A fascinating article in Aviation Week Network describes the
development of the CubeSat standard by AMSAT member Bob Twiggs,
KE6QMD, and co-inventor Jordi Puig-Suari, an aerospace engineering
professor at California Polytechnic State University.
Searching for a way to simplify the projectsand cut out build time
Twiggs thought, What if we made [the satellite] a cube and put solar
cells on all sides so no matter which way it rotated, it was going to
get charged?
With some spare solar cells from NASAs Jet Propulsion Laboratory, he
went down to a local shop and found a 4 X 4 X 4-inch transparent box.
It was also around that time, 1999, that an infamous error caught
Twiggs attention. That year a mix-up between Imperial and metric
units by a Lockheed Martin engineering team caused NASAs Mars Climate
Orbiter to burn up in the red planets atmosphere, ending the mission
early. I said, Its about time students learn metric, he says.
I wonder what this [4-in. box] is in metric? Well, it turned out to
be just almost 10 cm.

AMSAT Canada Officially Incorporated
Amateur Radio Satellites and Systems - Canada (AMSAT-CA) has
officially been incorporated to support amateur radio in space.
Over the next few months, AMSAT-CA will establish processes around
its online presence as well as membership opportunities.
The first major effort from AMSAT-CA will be to develop a paper in
support of the European Space Agency's proposal for a European and
Canadian geosynchronous amateur radio satellite project.

HISTORIC TRANSMITTER IN SWEDEN TO TRANSMIT TRADITIONAL
CHRISTMAS MESSAGE
Christmas time is a time of tradition and for radio enthusiasts in
Sweden, there are few traditions more loved and anticipated than
hearing a Christmas message sent via a transmitter that is fast
approaching its 100th year.
Jeremy Boot G4NJH explains.
The pride of the pioneering Swedish engineer Ernst Alexanderson - his
200kW high-frequency alternator built in 1924 - has a Christmas
message to deliver to the world this year, as in previous years.
On Christmas Eve morning, Sunday 24 December, the radio station in
Grimeton with the callsign SAQ, will deliver the words in the holiday
spirit in CW at 0800 UTC at 17.2 kHz. Those of us who cannot be
present can still watch the historic transmitter and hear its message
being sent during a livestream on the SAQ Grimeton YouTube channel.
The transmitter's start-up will also be livestreamed, starting half an
hour before the message.
There are also many ways to listen but because there are few radios
capable of directly receiving the transmitter's frequency, there are
internet receivers and other options available.

YOTA Month Special Event
Youth-operated stations around the world are part of a special event
celebrating youth in amateur radio during the month of December
Amateur radio operators ages 25 and younger are on the air as special
event stations.
In the United States this year, the callsigns will once again be
K8Y, K8O, K8T, and K8A.
Argentina will be active as LR1YOTA.
Canada as VE3YOUTH, VE2YOTA, and VA7YOTA.
El Salvador is YS1YOTA.
All Amateur Radio operators are encouraged to listen for and contact
these stations as well as all callsigns ending in the letters YOTA
across the globe.
Last year, we young hams worldwide surpassed our goal of 100,000 QSOs
in the month of December with a final tally of 107,845.
Overlapping with YOTA month is round 3 of the YOTA Contest, which is
on December 30 from 1200 to 2359 UTC.

WICEN Tasmania news.
WICEN ensured Scouts were kept safe during their 2023 Clark Trophy
Competition.
WICEN members, Gary, VK7JGD & Anthony, VK7AG attended the event,
providing safety communications along with scoring traffic at
Oatlands.
With over 50 participants for the 24 hr event, both operators were
kept extremely busy operating three, YES that's correct, 3 radio
channels which also made for a huge amount of paperwork that had to be
completed on the go too.
Their operating location was on a hilltop in the middle of the farm
property used for the hike camp competition.
The Scouts were on one CB channel to provide HQ with their overnight
camp locations as well as any safety or medical requests.
Another channel was used by the leaders at various locations to
forward scoring information from the activities they were judging.
A 2 metre channel was used by the WICEN crew to then relay this info
down to the HQ location at the property homestead.
The hilltop relay station was needed as much of the activity area was
screened from HQ by the same hill.
They also needed to keep a listening watch on the radios overnight in
case of emergency.

The latest RSGB 2023 Convention video to be released is three
presentations in one, on the topic of the 23cm band.
Barry Lewis, G4SJH talks about amateur and RNSS coexistence in
the 23cm band, then John Worsnop, G4BAO considers how the possible
RNSS changes will affect narrow band DX and Earth Moon Earth operation.
Finally, Dave Crump, G8GKQ looks at the future of ATV on the 23cm band.
These presentations were given before the WRC23 conference,
and final arrangements will depend on the WRC23 outcome.

Reception Reports
WIA News rebroadcasters often give Short Wave Listeners a
welcome to the broadcast as they commence call-backs
straight after the Local News. Local news follows National
news in all states. It would be great if those SWL's would
email their reception reports and location to

Submitting news items
If you would like to submit news items for possible inclusion
in the VK1WIA broadcasts, please email your item in text to
nationalnews(at)wia.org.au and don't JUST send url's links or
posters, but take the time to pen YOUR contribution.

and send BOTH the audio and the text
We would appreciate items certainly no longer than 1.5 mts in
length as we only have a half hour.
Remember the sooner you submit material the more the
likelihood of it being broadcast in the very next edition of
WIA National News.
Each recorded item will only be broadcast once, if you want a couple
of mentions, please submit different slants to keep your
event 'fresh' and always if the news room is to read your
item --- write it in the 3rd person. (First if YOU are
reading your own item). If you are mentioning your own name / call
in the story, say something like "and myself, Pat, vk11abc"

A reminder when supplying HamFest info we obviously can't
plug DEALS from commercial traders "on air", but we at the
WIA will put your supporters 'goods' in this text edition
