Could the various sysops use some filtering of bulletins?  Here in the USA
we are seeing bulletins meant for Latin America, Europe and other areas. I
use a filter in JNOS called a rewrite file. This way bulletins are sent
and forwarded to the proper forwarding parties for those areas.
