As I'm understand, the problem with two letter designators - that now its 
also used
for internet domains! as .EU and other too.

JNOS BBS operators have (or could have) issue with routing mail when in ends
with .EU or .NA... BBS not know exactly where to route it, to internet SMTP
or to ham BBS...

I'm not know technical details of JNOS, but may that problem exist really?
So it was proposed in 1994 to change to 4-letter designator not to be same 
with
internet high-end domains, that mostly 2- or 3- letter, like .eu, .com, 
..org, .biz etc...

Most North American BBS adopted it well, why rest of world ignored that -
I'm not know.
Maybe just of JNOS was most popular in NA, and other continents
still with FBB-type mailboxes, where SMTP not incuded?
And so that problem is not actual for non-smtp BBSes...
Just my IMHO.

But now its easy to adopt, now we have less count of BBSs
in World, then 20 years ago...
