In further review it appears that the dupes may have come from VE3CGH. In re-
reviewing R: lines while the *ID remained in tact (with the exception of 
changing case from all UPPER to all lower case) the date stamp on the mail
appears slightly changed. Here:

in this particular bulletin the date received at VE3CGR was October 20, 2017
but at VE3CGH it shows July 3, 2018  and then sent to my JNOS. Fortunately
FBB knew these were outdated mails and while it accepted them it immediately
killed them so they would not get resent out. 

My apologies to I0OJJ's JNOS as that was incorrect... but it is JNOS in this
instance causing the dupes.
