In the first 1990's era it was smart your fist assertion
but now it is superfluous/unnecessary:
In the second assertion, it should be so, but 'de facto'
all servers accept any kinda messages and so almost every
system resulted in their WP database corrupted :(
Since the stupidity of certain subjects cannot be stopped
one must put in reject all messages carrying WP, to be
save.
