I guess there is in this matter only one human bug, people playing with JNOS
forwarding.
That is perfectly all right to do so, but please do experiment on a closed
system, not on ham packet. 
JNOS is now spamming the system with spam from the internet. Some messages are
OK, lot of them originate from PIRATE, ANS, etc, not valid callsigns. Some of
them have unacceptable content that was already posted by spammers on your NNTP
server.
