The reason there is a flood area after the @ symbol is to place a bulletin
into a specific area for a specific audience. As sysops, we need to keep on
top of how messages are handled. If you have a statewide message flood area,
you should not let it be forwarded to any of your forwarding partners not
in your state. Here is an example of a bulletin received this morning that
was not intended to leave @LATNET but was forwarded to Canada and then to
the United States and elsewhere.
