I've received non-delivery notifications of bullentins that I've sent
and along the way a BBS changed it from a bulletin to a personal
message. That's the original of the problem. It's usually not the
sender's or originating BBS' issue.

Looking at several bulletins that have come back as 'undeliverable',
to me, it appears that there is a FBB BBS out there changing the 
message type.
