Well on your point.
But is there are really something that we need to hide in such
public media like PR BBS?!
All sysops---users 'packet wars' maybe ended even in last century, hi.

Other point that we can faced with ham license limitation, so that 
"hidden messages-groups" maybe not allowed in some local licenses.

Not sure even if all software do it proper!
DL-soft like BCM if I'm recall never do that sp-sysop bulls.
Not sure if JNOS etc do?!

And if we faced with non-delivery from BPQ and FBB s/w - its shown that there
not all ok with that sp sysop "hidden bulletins".
So my opinion simply not use it - less problems!
