Its not a hard written rule, but good operators agreements.
Its simple: bulls defined for the area which its named, by default should not sent out of that area.

Same way xxxxx@EU (European) bulls normally should not go outside European BBSes,
xxxx@DL - should not go out of Deutschland,
xxxx@LATNET - should not go out of South America,
etc.

Of course, if you have friends or just some users that wants to read bulls of area where they not
located, that bulls could be forwarded to him/her home bbs, not on flood setup
"send everything to everyone", but on sysops agreement and not distribute that bulls
further out of original area, if no other asked/requested for that.


Of course there are some bulls areas, like @AMSAT, @ARRL that should be by default distributed
same as @WW (to everyone bbs) - these bulls could be interested for everyone worldwide,
without need to individual agreement.
