I'm not see that problems (and messages), at least here in this part of World. :)
No any "net-cheking" messages comming here, 
maybe its some new packet operators behavior in USA? Hi.

Of course there are no sense in just check-in messages dedicates to some
local nets, but if send them to more common destination area like @USA, etc.

In past I'm remember there was common "checking" practice to send "trash"
bulletin to HROUTE@WW or test@WW directory, but that practice ended many years ago,
as there are not much sense in it.
WP-system of any BBS software already spreads it users H-addressed around the bbs network.

To remember, on historic reason there was good gentleman's rule and practice
to not send bulls out of @AREA that it was dedicated to.
The reason was also not to create extra traffic, when BBS net was all radios
1200bps VHF and even 300bps HF.
Now with most links done over the internet, the basic sense of that is less,
but please do spread out of area only on agreement of SYSOP in other area.

For example, if one sysop in USA established link to EU BBS,
please not send by default to EU BBS all of the xxxxx@USA, etc.
Send only if EU-sysop have actual reason/request to get that bulls.

Same way an EU sysop should not send xxxx@EU bulls to other "DX-sysops"
(Asian, Americans, VK-ZL etc) if that is not requested for real reason.

All sysops, please try to keep bulls distribution @AREAS how it was decided
originally. To be local, sub-local, country-wide, continental etc.
