The below bulletin was addressed to METEO@CEAM (Central America), but was
forwarded to South America, then Canada, then to my station in NYC. If it
is addressed to a particular area, then make sure it is forwarded to that
area and nowhere else. Not only that, but the TO: field was changed to
METEO@N2NOV when it got to my station. Flood areas (after the @ symbol) for
a bulletin should never be changed, especially to a particular call sign.
