Now W3C requires you to have a CSS template with colors all predefined. Plain
text usually is all that's required as well. Ex:

body {
        background-color: lightblue;
}
a {
        text-decoration: none;
}
a:visited {
        color: blue;
}
a:hover {
        color: brown;
}
</style>
<title>...

This template sets a light blue background while clickable links will remain
blue but turn brown when the mouse is over them. This code passes the newer
W3C html validation. The older codes will fail and W3C will tell you that now
you must use CSS for certain functions.
